Generally agreed, but Marvel, until now, was mostly guy-naked-oriented… I mean, just thinking about the shirtless heroes:

While I can’t remember any less-than-dressed female, except Pepper at the end of Iron Man 3, and there was a reason for that… (I can be wrong, though, since, hey, I’m more focus on shirtless guys :P)
Finally, let’s not forget of Marvel/Fox, who gave us endless versions of shirtless Wolverine and this:
